There are a few possibilities in the steering issue, but the most likely is that the steering rack bolts are a little loose. Yes, it doesn't sound good. As you turn the wheel, the forces on the rack build up. At some point the rack shifts to one side, making a pretty good whack!, and stays there until you go the other way. The bolts aren't so loose as to have the rack bang a lot. Access can be a pain, but a good set of socket extenders work wonders. Just tighten up the bolts holding the rack down (four, I think). I'll bet at least one is a little loose. Not rattling off loose, just loose enough that you can tighten them a half turn or so with no trouble.
As to the seat heaters, it probably isn't a fuse. The heating elements in the seats can break. The previous owner goes to the dealer and gets a nasty quote for a new seat pad (assuming the dealer doesn't try and sell him a new seat ;) ) and doesn't fix it. Sometime later the other seat heater fails. So it isn't a dual simultaneous failure.
The seat heater pad usually fails on the bottom cushion, near the front outside. That gets the most abuse from getting in and out of the car. You can peel back the seat upholstery and re-solder the break - you don't have to replace the pad. The break is usually easy to see - there will be a little scorch mark in the foam.

For future reference, you'll get a better response on the NG900 board. The C900 board is for cars up to '93 ('94 for convertables). You've got one of them Newfangled 900s.
