I think this depends more on what the problem is. Is the cable free to move? I've had plenty of rear calipers hang up with good cables too, especially in salt country. The mechanical parking brake actuating assembly siezes up inside the caliper.
Disconnect the cable and move the parking brake lever on the bottom of the caliper by hand a few times. Does it stick? If so, you can probably get it freed up for 3 months or so with some penetrating oil in the pivot joint, but it's time to replace the caliper anyway.
If the cable is stuck or binding, then by all means replace the cable.
