Or, hold the lower one with an adjustable wrench, no need for a precise wrench on either as the forces are pretty trivial.
I used to shun Vise Grips like the plague because of the awful job they can do of tearing things up. But I've come to use them sometimes instead of a wrench, front of jaws locked tight onto the opposite flats, and it usually barely marks things up, a couple of dents on the smooth surface of the flats.
