Believe me you really should try a trip to Russia to start loving your local trucks and other staff. I will try to catch some photos (but I'm sure my Olympus will have some... 'distortion' cause of overload, see below) of our roads and road life. You say it's illegal to have a baseball hat hanging on your rear mirror. Here most of drivers from those 'Heights' and 'Springs' don't give a f$ck if there's any hat hanging on his rear mirror or whether there's any oncoming traffic when he drives with high-beam turned on. How many cars are there on your roads having aftermarket HID lights installed? Here it's every 3rd or 4th. I think you know how does it light like when there is a HID bulb inserted into old halogen projector.

So if you'd like to minimize the risk of being dazzled then...
The main idea is that our eye has a finite dynamic range. I mean if we take a backlighting as a zero-point then we can perceive a finite amount of light and not get dazzled. So you're to maintain your own lenses in good shape (goods bulbs, clear lenses and good reflector). Then in order not to decrease 'signal-to-noise' ratio (actually vision and acoustics are about the same nature) then you're to replace your windshield once it gets sand-blasted. Bad windshield decreases contrast and leads to unability to read road markings as well as traffic signs and small objects (it's like playing a videogame with decreased resolution). And beams from oncoming traffic look enlarged.

And... switch back to low-beam once you notice oncoming traffic approaching. This will give you a chance to expect that guy to do the same.
