The 9003 and H4 are identical.
If you want to go fancy, you can import multiple grades from Europe, but your local parts store should have the standard bulbs.
Can you post photos of these lights? I have a set, but they're tough to identify because they're installed on the car right now. If they look like 1987 and newer C900 headlights from the front but have two access holes on the back, and the adjusters turn the internal lens instead of the entire bulb assembly, they are european lights. It should also say H4 in the center of the lens, instead of the Hella emblem. The American mounting nubs and aiming script (H 20, V 10 or something like that) will also be absent.
About the only thing you need to be alert for are fading reflectors. These tend to lose their reflective coating over time. Otherwise, you're good to go. My set (from an '88 turbo that had met an unfortunate end) had pitted lenses, and the optics are better than the American lights nonetheless.
To remove the lenses (for replacement or to paint the reflectors), just pop off the eight metal clips and gently separate the lens from the rest of the assembly. They're not glued together like the Americanski lights.
Also, the American lights have their 9004 bulbs held in place with a plastic retaining ring that is star-shaped. Euro-spec lights hold the bulb in place with a formed metal spring clip, similar to a bent paper clip.
I believe the wiring is similar if not identical, just cut off the old lamp connectors and splice in the new ones.
