Get 12 volts to the solenoid via some jumpers and check the flow -- you can blow on the hoses and see if the solenoid is working or not.
More than likely, the wastegate rod adjustment needs to be changed to up the boost to 5-6 PSI. That would be base boost setting. There is a procedure for adjusting the base boost -- be careful not to rotate the shaft as it will tear the diaphram in the wastegate servo.
If you have a gauge to measure the base boost it is very helpful. I got one from Sears that goes to 10 PSI that also measures vacuum. Unplug the solenoid, and connect the gauge to a tee off the intake manifold and take the car out on the road to measure the base boost -- bet it is 3 PSI ( half the base boost setting )
