Like JS said, it's a fuel pressure regulator. The "hose" going to the top of it is a vacuum line. The other end should be connected to the intake manifold. Vacuum line holes, tears, or disconnects can cause a multitude of drivability issues. The reason that you were having troubles, is that the vacuum line applies pressure to the diaphram within the fuel pressure regulator when there is a load on the engine. That is because manifold pressure increases. As manifold pressure increases fuel pressure needs to increase as well. If the vacuum line to the fuel pressure regulator has failed, the engine only gets the static fuel pressure that the regulator is rated for (in your case 3.0 bar which is about 44psi). Most FPRs work on a 1:1 ratio. For every psi of manifold pressure you get another psi of fuel.
