Check with your local auto parts store and ask for gas tank repair epoxy for plastic. Clean the area with acetone and lightly sand for better adhesion. I own an 91/900s and I've seen this weird looking cap On the tank. Looks just like the tank was also used for some other application. Almost like a lid? Make sure it's the tank and not a leaky gasoline line spraying onto the tank. My fuel filter had a small leak around the banjo fitting and was spraying such a fine mist under pressure that it took me weeks to find it. I repair it just by wrapping the banjo fitting with small wrap of rubber roofing and a small hose clamp. It's been fine for over two years.
