Your wiper linkage has siezed up. My '90 900 did this in 2000.
Here's what happened: there are two nylon washers sitting at the bases of the two spindles that attach to the wiper arms outside the car. The washers are down at the bottom on the other side of the linkage from the part that sticks through the base-of-the-windshield sheet metal. When those washers wear down, they start to drag, and eventually bind so much that the wiper motor can't overcome it anymore, and your wipers stop.
How do I know it's not the motor? It's not the motor.
Your options are to find a spare wiper linkage at a junkyard for $15 or rebuild the one you have. Do not separate the eccentric pulley under the passenger's side spindle from the spindle itself. While you're at it, you can get a new cable that wraps around that pulley if you are worried about it. Getting the cable reattached is kind of tricky. Locate the locating block in the notch cut in the pulley, pull the cable around on its track, and using your fourth and fifth hands, hold the threaded cable-end base stationary with a small screwdriver while tightening the locknut with a (7 mm?) wrench. Some thread-locking compound would be nice here, despite the presence of a locknut.
