how low does urs go (stat)

Its been cold at night in No. Jersey lately and I find the stat reading doesn't get much more than .25 inch into the color guage. so its about 4:30 ~5:00 on the clock -if you know what I mean. Its a SAAB stat and while I get heat on my feet it doesn t get near the 3:00~ 3:30 I'm used to seeing in moderate temps.
Is this what you all are seeing when its in low 20s and moving at 40-50mph.
I wonder if the engine temp sensor (blue collar) on the top of the block needs to be replaced- I think its original but I think that the block temp sensor is more about telling the computer how to mix the fuel.
