Volvos didn't have the feature (on sedans at least) in the 200 series until 1983 or so (my father hacked out the steel back behind the armrest in our '77) and in the 700 series until around 1992 when it became the 900 series.
My bikes fit fine in the trunk; I have no idea why people ever bought roof racks for these cars.
Definitely go with steel rims, as you said, and use 5.5 inch width for the later bolt spacing, or if you can find some 5 inchers for '87 and older, do it. If you do, you can use 185-series snows, or even 170 if you find rims narrow enough to fit 'em.
The past two days have involved driving to work on ice, and I'm still not sold on need for studs yet.
