Hi,
The screws on the black cover are torx head. Although,I don't think removing the black cover won't give you enough access to the belt reel. You'll want to remove the entire panel. This is not a difficult task. Take a regular screw driver and give the six plastic fasteners holding the panel a 1/4 turn each. Once you turn them they should pry out easily. You'll have to put down the back seat to get to one of the fasteners. The panel will just pull/slide out.
I just replaced the passive seatbelts on my 900 with standard belts. I've never owned a convertible so some things may be different.
This link has some photos that may be helpful. Good luck! Removing the panel seems like a lot but it's actually pretty simple.
