When I replaced all four doors on my base 86 with doors having power windows/locks/mirrors from my 84S I had to figure out how to wire all these things in. The wiring for the locks and windows was already in place (AC too) but the mirrors not for some reason. So I learned a lot.
If after you find that the problem is NOT the fuses you can if bold enough chase down the wiring connections - from behind the door hinge right across the behind the dash - the two servo controls/joysticks for the mirrors will pop out so you can examine those too.
The mirrors themselves can be removed and after having popped out the mirror assembly - descriptions on this board - you can check the servo motor.
If both mirrors do not move "at all" eg completely dead then its probably an electrical upstream problem - but if you get the slightest twitch from one or both motors then they may need cleaning or repairing.
