Yeah maybe they're not new and fresh galvanized looking. But if you put a little oil into the area of the screw and run it up and down thru its range before putting it back on you'll be amazed at how nice it feels, how easy it is to tighten, and how you can just sense what's the right pressure and not cut or crush the hoses.
The problem if you put a rusty clamp back on without oiling it is, you need to apply so much pressure just to get the thing to turn you have no sense of whether it's tight enough yet or whether it's too tight.
They may still look ugly but even when they rust they don't rust much and will probably outlast the car.
