Do you have the wiring diagram? I have one for my 91. It sure seems like a faulty fan relay to me. There are two parallel paths for power to get to the fan hot side. Path 1 is the fan relay. Path 2 is the A/C Compressor Relay. So if Path 2 is working you know wiring to fan connector is sound (except not sure about the one wire that must connect from the fan relay to the fan)
You should do the following to verify fan relay operation: PLEASE VERIFY WITH YOUR OWN WIRING DIAGRAM BEFORE SHORTING THINGS TOGETHER THOUGH. THIS IS NOT WELDING CLASS!
NOTE: All the components in the fan circuit are energized directly from the battery via fuse 25 (for my car anyway). The ignition switch does NOT have to be on to have power to these circuits!
1) Pull fan relay out
2) Jumper across the therno switch
3) Check for correct voltages at the relay socket pins as follows
Should see battery voltage between pins 85 and 86 (85 should be grounded since you've got thermo switch shorted)
Should also see battery voltage at pin 30 (hot side of relay contact). Also, if you jumper from pin 30 to 87 the fan should run (verifying the wiring from relay to fan). If all these checks come out good, then I'd say your relay is bad.
