to proceed, i would fix the leak, bleed the system, and you should be good, especially as you know the rams don't leak and the pump worked ok to do the job a week ago.
sorry you haven't had the majic answer to the original question, i just think it is a little subjective. did you top off the fluid to check if that would get it back up? i am sure you didn't want to just watch it drip back out again, but in the absense of a definitive answer, that may be your best option!
