Check the following:
disconnect the temp sensor/switch screwed into the top left side of the rad and short the connection - with the ignition on - does the fan turn fast? If so you have power to the main fan and your sensor/switch may be faulty or connections dirty/corroded - if not then power is not getting to the main fan -
then try disconnecting the fan's 12 volt plug connection and send 12 volts through it - if it doesn't turn then you may be shorting out your connection because the fan is seized, or in the process of seizing.
Then check the wiring around where you put the fan fuse in - I have seen seized fans short out the wiring in this area and the fuse connection is badly burned as a result.
If all this fails to show something amiss check your grounds.
Your system may also have a relay that allows the fan to run on after the engine is switched off. This have been know to fail. Try shorting the connection there as well. Its a small black relay facing inward on the left side of the engine bay near the air intake/air filter - Bentley helps.
Check also if both fans turn on when you have the ignition on and the AC switch in - they should both go on.
If your AC is depleted your AC system will not go on and the fans will not turn on as a result even if you push in the AC switch - there is a pressure switch in the system that you can short to get the fans to always run when you push the AC regardless of pressure in the system. Its up at the cylindrical AC filter/drier on the right hand side. Try shorting this and see if the fans run with AC switch in.
