Sold under either name, depending on size of package. Comes in a 1/2" wide strip, don't think you can get the original shaped disk from Saab.
The tape is, as NoSnaab and SteveD said, for the rear emblem; front does poke into two tiny nylon nipples that are pressed into holes in the hood. The prongs go straight vertical towards the ground, not at right angles to face of emblem, if you're prying a front one off. Usually the nylon sockets are still good and reusable; Saab may have them.
If rear, clean back of emblem down to the chromed plastic, and clean any traces of old tape off hatch or trunk lid, then use scissors or razor knife to cut some strips to mostly cover the back, leaving the red vinyl still on the tape, then pull vinyl and carefully stick the emblem down; push hard. If you've waxed the car recently make sure there's no wax where you stick it.
Don't use the usual glue you see at discount auto parts stores, it's about impossible to remove and doesn't always work well.
If the prongs are broken off a front emblem you can use the tape to mount it like the rear.
