Short term- remove the door panel and unplug the motor at its connector -llook for corrosion, clean and send 12 volts through the connection (reversing connection - reverses direction of motor). If the motor doesn't budge then you KNOW there is a problem with it or the winder mechanism. This will get you where you want with the window up.
Long term - as a precaution check the following areas; if your can send voltage through a working motor and it its ok then check wiring inside door panel - including connections right at motor itself; disassemble and clean and lube winder and motor (only if slow window); wiring inside rubber boot at door jam and inside engine compartment; wiring at switch pack. If your switchpack is buggered - get thee to a wreckers and get a used one. The older ones were an easy fix and allowed you to clean and swap switches.
I'd start with the immediate need of getting it up and go from there.
