Fuel Gauge lies

Hi,
My new to me '88 900 TC has a fuel gauge that registers half as much gas as it really contains in the tank.
I have a broken odometer so I can not use that to gauge my fuel.
I just refilled for the first time and it filled up with just 9 gallons.
It read about 1/8 on the fuel gauge.
Is it the float?
