Turning 'freely' is a bit subjective. I usually back it off until I can turn the rotor by hand easily, but there's usually some minimal contact between rotor and pad (unless everything's brand new). But like aalto said, its probably time to shorten/lengthen the cable with the adjusting screws under the window switches in the console. Which requires removing the console. That adjustment addresses your question about the handle not pulling thee cable enough. And its much more straightforward than those adjusters under the back seat.
