First, write down EVERYTHING that has been done to the car since you had the rack put in.
Chances are something else is doing it...like changing tires, or perhaps loose wheel nuts...happens. Point is that changes are often a result of things being done rather than things that just happen. Kind of like poor performance after an oil change (no, not THAT kind of oil change :>) can often be caused by knocking off a vacuum line or breaking an old brittle fitting.
Then, you might check the tie rod ends...they SHOULD have been replaced with the new steering rack (and they should have been genuine Saab or TRW-mfr'd ends).
Failing that, the sky is the limit...could be a loose u-joint in the column (generally they tighten up and seize), could be ball joints, maybe a loose nut in the steering wheel (unusual, low prob) could be bushings at the A-arm or even a cracked a-arm. Could even be a bad/failed steering rack, there are inner ball joints on the rack...even an honest mech can get a bad rack. Should check the rack...there should be less than a half-inch or so at the steering wheel play with no movement at the tie rod ends. BTW, NHTSA standards allow 2 inches for a 20" wheel or so..on the other hand, BMW says NO steering play is acceptable on their 525 cars!!
My personal standard is no steering play on a rack and pinion car. These things are set up for almost instant response...any play should be in the tires or tie rod ends...and tie rod ends should also have NO play.
The more I think about it, aim for zero play in the steering rack.
