If you cannot get a Vise-grips on the broken bolt, buy an EZ-out bolt extractor, which is sort of like a reverse-threaded drill bit that you use to extract broken bolts by drilling a small hole into them, then twisting the extractor into the hole, which, when snug, turns the bolt out. Any good hardware store will have what you need.
As for the electrical connector, get one from a junkyard or local Saab indy. A brand new one may be available but I wouldn't know where and if available from Saab, it'll likely be spendy.
If you go the junkyard route, make sure you get one from a Saab with the EXACT SAME Jetronic fuel control system because the plugs are different from one variant to the next. For your Turbo, this means that if your car has LH2.2 you must get a plug from another LH2.2 car; if you have LH2.4, you must get one from another LH2.4 car.
If your car has LH2.2, skip anything from an '85, which will have bad wiring (insulation is junk).
Early Saab 9000s also had LH2.2 and LH2.4, so don't rule them out if you see them at the yard.
