If the rust is in a area of complicated shape - almost always is (fende3r flare, etc.. Your best bet is to go to a junkyard, find a good fender (or whatever) that is not rusted, and have the yard cut it off for you. Or, if the yard allows, cut it off yourself (w ith battery operated Sawzall). Leave plenty of room around the edges of the repair area, so the body shop can cut a suitable section out. The will then weld that into your car, so that you have only a very thin veneer of body putty covering the welded areas. Anything less than this approach is simply an invistation for the rust to return.
