88 SPG - alternates between base and full boost

Bought this car recently, has Swedish Dynamics APC, 30# injectors, 3bar fpr, magnecor leads, new cap/rotor and many hoses replaced. New aluminum bpv. Odd thing - I get full boost (up to triggering overboost switch) on one trip, next time out I get base boost only, next time full boost, then base, and so on. No way to tell whether I will get 6psi or 12+psi on the next trip. Boost does not change from second to second or even minute to minute, it's generally a whole-trip thing. Any thoughts on this? I'm really puzzled!
