The LH systems definitely don't run fuel pump unless you're cranking or running.
My current situation, '89 NA with multi miles, has very long crank time, longer still if way low on fuel, which is how I'm running lots of the time now.
I'm sure it has a bad check valve but instead of going that route I tried a few fixes:
First, a curious note: I discovered that it starts almost instantly if instead of cranking with the starter, I pop the clutch while the car is coasting down hill.
No doubt partly because without current drain of starter motor there's more oomph there for fuel pump to start off pumping solid pressure so lines are up to good squirting pressure quickly.
I also have a priming push-button installed in my car, running from a tap into the skinny violet wire (that comes from the ECU up to the fuel pump relay) to ground. ECU switches that wire to ground when it wants fuel pump to be running. My pushbutton lets me ground it just ahead of cranking.
It cuts cranking time down noticeably, but it's still annoyingly long. It's been most useful for two things:
One, I've run car down nearly to empty a few times and gotten away with it thanks to this switch, lets me pick up just enough of what's still sloshing in tank to get pressure into lines to start car, and even with interruptions in the flow, pump has continued to provide gas to injectors and got me to a station. Also if you run flat out, you can get by with just a small can and prime lines with that switch (no strain on battery from long cranking while pump is starved for electricity). Then drive to station.
Two, it's let me use the fuel pump to empty the tank after a bad water-in-gas situation, pulling banjo bolt off end of fuel line, then pulling air cleaner, setting a gas can there and pulling fuel line back under manifold to run straight into can. Also as a way to get lawnmower gas when way out in the country, quicker than a trip into town and burns no gas running in and back.
Run zipcord lamp cord from a push-button switch to two male spade lugs, push one under a gold steel clip on bodywork over passenger feet to ground it, other into a female 1/4" spade fold-on tap (doesn't cut wire) that I put on the violet wire. Pull carpet back ahead of passenger's door, that's the only violet wire in the bunch that run from ECU up to various places. Find it either up high near fuel pump relay, or down low just after wires exit the terminal that plugs into the ECU.
Mainly, I've noticed that car seems to start quickest if I crank it first a couple of chugs, then let off on key and immediately crank again. It's sometimes very quick to fire on second attempt, and always quicker than if I just kept on cranking on one turn of the key.
