This a topic that you see a lot of questions on but not many answers...
In response to the question "can you replace the fuel pump relay without removing the lower dash" - the short answer is "yes".
Here is what I did.
1. Unbolt the ECU and move it out of the way. On my car it looks like you can remove the "bracket" that holds the relays but the torx heads were stripped and that wasn't possible. If the heads were not stripped this job could have been a lot easier.
2. I unbolted the lower dash at the ash tray and in the engine compartment by the door hinges. (I am not sure if this is necessary but it gives a little more flexibility to the dash and gives your hand a little more room to move around.)
3. I think this is the most important step: I used a Sharpie and marked the relay (on the side facing out). I did this so I would know which way it was installed. I think if you don't do the job will be much, much harder.
4. I used a longish, thin screw driver to pop out the relay. I pressed upwards on the relay and then gave a (relatively) light blow with my other hand.
5. To re-install, make sure your mark is facing out, and then work your hand up there and keep trying until it pops back in. It is not easy. My hands are kind of big. If you have really big hands I don't think it can be done. If you have small hands I bet it is pretty easy.
Now all that being said, if I ever have to do it again, I think I will take apart the dash. Then I can also fix the leaking heater control valve, replace some dash lights, and reseat the tach wire.
