De jure car should be safe to driver (seatbelts and so on), safe to others (lights, blinkers, brakes, steering and such) and safe to nature (emissions).
De facto: if there's a knock in the steering rack - your rack is probably worn out and unreliable - see ya the next time. If there're any drops on the rack body - your steering is probably.... you know. If your tranny is leaking - we don't like leaking trannies (but such issue isn't listed in any federal docs!), see ya the next time.
I'm always passing MOT at the 2nd try for all over the time I'm owning cars. There was a single exception happened about 4 years ago when I did it from the 1st. They always find smth real that I missed (like a dull rear left parking light) and smth non-real just for a company like a leak or similar :)
If they start playing unfair game (e.g. when everything is tip-top but say tranny is dirty) a report to CO closes all questions and leads to the sticker.

Many people here are playing unfair game too - $100-200 and you've got a sticker without need to see any MOT stations. Vzyatka.
But that's not for me, I'm fair player.
