Two possibilities:
1) You have damage to the internal construction of the tire - either a broken belt or a belt shift. This is most likely if the tire suffered an impact with a pothole, curb or the like...if the tire is either old &/or a cheap low end "S" speed rated no name brand, it's not going to tolerate much abuse.
2) You need an alignment. Wear like that can be caused by camber & or toe that's badly out of whack.
I used to work in the tire business. It never ceased to amaze me how incredulous people could be when their tires wore out premeturely due to their failure to perform basic preventive maintence. I wish I had a dollar for every time I said "what do you expect when you never had an alignment, rotated the tires or checked the air pressure?".
Besides maximizing even tread wear, rotating the tires every +-5k gives you (or the tire place) a chance to inspect the tires & hopefully find damage before it becomes dangerous...esp on the side you can't see (without crawling under the car).
