Yes, this spot is not rare for rust. It is due to quality control. If you look inside that void, you'll notice there is not any paint; simply primer. This is more common in the later 900s, as the quality was better with the earlier models.
If the rust is heavy in there, you may see slight bubbling paint from the exterior of the hood. The only thing I did to avoid a repaint of the hood, or search for a new hood; was cut the inner brace with a dremel for access. I then grinding the rust thoroughly, even had to make small holes right through where the rust went through..
You will then have to fill the small holes, and apply touch up paint on the outside. As for the brace, you can always weld the piece back on with plenty of weld throgh zinc rimer. and then protect the fix with anti rust products and paint.
