Not sure what you're asking but the white tank is a vacuum reservoir. It is connected to a vacuum source and all of the dashboard vacuum actuated devices get their vacuum from the tank. That way when the (engine) vacuum source falls off the devices can still function. So there is no "air in" port. If the reservoir is leaking (sucking in air through a crack) then it needs to be fixed or those dashboard devices, the heater and AC directors, won't work and your engine will have a small vacuum leak. Those devices don't require any "air in" either, they have a diaphragm which moves under the influence of atmospheric pressure which is always present on one side and reduced pressure (when vacuum is applied) on the other side.
Lots of things besides a vacuum leak will cause poor idling; air mass meter problems, O2 sensor problems, old or wrong (non-NGK) spark plugs and various ignition defects although it is good practice to eliminate any vacuum leaks before further diagnosis. Describe your idling problem here in detail and you'll get some good advice from lots of people. Good luck
