On a 1990 C900, the fuel injection main relay (also called the System Relay) and the Fuel Pump Relay are located behind the vertical carpet in the rightmost part of the passenger's side footwell almost directly below the "A" pillar. The ECU and the two relays are attached to the body on a mounting panel just behind the carpet. The relays sit above the ECU.
You'll have to do a little disassembly to get to them - and if you have large hands you might have to do a LOT of disassembly - but that's where you'll find them. They're both on a socket block screwed to the top of the ECU mounting panel. The System Relay is the one closest to the front of the car and the Fuel Pump Relay sits right behind it.
I removed the knee bolster to make access easier, but I'm told that if you unscrew the two sheet metal screws at the bottom of the ECU mounting panel and unbolt the top (accessed from the area behind the front fender) you can pull out the whole mounting panel, ECU, relays and all.
