Unlike a lot of cars, Saabs don't have a "high cold idle" feature - when you start the car, it should settle right into a ~850rpm idle. If it's not, you probably have a bad AMM... that's the entirety of mixture control (and thus idle control) until the O2 sensor is warmed up. You could have a bad NTC sensor which is misreporting what "cold" is as well - it's certainly the cheaper part!
