The standard Mityvac only does vacuum. They used to have one that did both, as I recall, but it was a special unit.
Vacuum is usually measured in inches of Mercury (and, I suppose, cm of Mercury), with zero being at "normal" atmospheric pressure (whatever that is, wherever you are), and the scale rising the more vacuum (and less pressure...) you have.
The closest conversion is that 1 PSI is roughly 2 inches of mercury. Normal sea-level pressure is 14.7 (or so) PSI absolute (measured from a total vacuum, like in space). Roughly, that is 30 inches of mercury (29.92 inches on a "Standard Day") absolute.

To set base boost, you'll need to get a good pressure gauge.
