Freeze plugs are just a press fit so you remove the old one by driving a tool, like a screwdriver or a pointed punch, through it and then prying the plug out. Smear the edge of the new one with some Permatex #2 Form-a-gasket, set it in place and tap it squarely in until the edge is flush. Find a socket or similar item that fits in the new plug and use a plastic or rawhide mallet. Drive it in gradually with small taps so you don't go too far. I generally use the brass freeze plugs but steel ones are OK too. If one is rusted out then the others probably are too and just haven't broken through yet, so you may want to do them all while you're in there.
