starter motor stuck "on"

The starter on my 1980 T is stuck "on." When I turn the ignition on it starts cranking, -but when I turn the ignition completely off and even remove the key, the starter keeps cranking. rrr, rrr, rrr, rrr, rrr, rrr, 8 <--that's supposed to be an infinity sign
I have to disconnect the battery lead to get it to stop.
Because of some other issues the car doesn't start. What would happen if the engine was to start with the starter cranking like that? I'm guessing it wouldn't be good.
The car sat for 12 years so maybe the starter just needs lube somewhere? Any ideas for testing or lubing the starter while its still installed? The manual says I have to remove the turbo oil return line to get at the starter so I'm not looking forward to that. But I'll do it because this will be a great car when it's finally revived.
