I was able to fix it - the cable fell off track, it was not broken - here are the steps I used.
removed the wiper blade
removed rubber boot/cover
after many unsuccessful attempts to try and put the cable back onto the round track using many tools, five fingers and many #$#* letter words
I turned on accessory and put the blades in the down position
on the end of the shaft that connects to the motor, I removed the adjusting nut on the end of the bar
then rerouted the cable around the round track (counter clockwise) then back into the shaft (there is a hole in the of the shaft) using a pair of needle nose pliers to hold the cable in place
after a few attempts I was able to screw the nut back onto the cable, which made the cable tight around the track - and tested by turning on the wiper motor to see if driver side worked, and it did!
put the rubber boot back on
re-installed the wiper in the down or off position, attached screw and flipped down the cap cover and tested the wipers again and the both worked fine.
Hope these steps help someone
