A simple test of your WUR is to heat up the internal element by applying 12 volts to it for about 10-15 minutes. By removing it and placing in a freezer you can speed up the process and test it across a greater range of operating temperatures.
Initially you should be able to blow through the fuel line connectors. This will decrease as the element heats up and/or unit is warmed up through engine temp - if its functional.
The WUR can be disassembled, cleaned and even repaired and adjusted and are expensive to replace.
The one thing you need to be meticulous about are the brass seat inserts and two copper gaskets where the two fuel lines connect to the WUR. These have to be absolutely polished smooth and clean. Otherwise they will leak. A few people have posted about a leaking WUR when its really just a poor connection.
Vacumm leaks are also a very strong possibility.
