I've had some of those hard lines come off really easy and some I could not get off without destroying the line. Use PBlaster of course.
If you take a 13mm box end wrench and grind (or file) a slot at the tip of the box end so it just slides over the tubing. You can slip this wrench over the tubing onto the nut and get enough torque to remove the nut. I've never had it not work. Use an old wrench it will take about 5 minutes to cut the slot.
