Correction; it's a reverse-lockout mechanism, not a reverse-locking mechanism. True, you have to put the car in reverse to get the key out, but the function of the reverse lockout is so you don't accidently shift into reverse while driving. The lockout is disengaged when you pull up on the lever.
I've taken my car out of reverse while parked all the time without adverse effects. Now if someone rolled or towed the car, that would be a different story. I start my car in neutral all the time too. As Saabnut said, it might just need a good lubricating. It's likely the person who was watching your car spilled something down the ignition cylinder--we've all done it.
