That would be dirty or pitted-burnt contacts inside the Neutral Start Switch, mounted on the side of the shifter housing underneath the console cover beside the driver's right shin approximately.
You need to pull the driver seat and the cover over the shifter to get at it.
I took one of these apart on a '90 and cleaned its interior, scraped contacts clean, lubed a little with silicone grease, replaced it. I posted how-to on here, for alignment.
It solved a worsening problem, the car was VERY touchy where I held shifter at for starter to crank. At end I had to hold key turned, move shifter with other hand till I hit the sweet spot.
You could do it yourself. Or if there's a local Saab indy maybe you'd like to dump your problems on them and see if their experience would get this thing solved quickly and cheap. ASK them first, don't do it if they want major bucks.
