I think that the solenoid is actually supposed to chatter back and forth at least some. you may want to swap another one it just to check. Make sure you have the three lines installed to the correct places and are NOT using vacuum line but instead the fat high pressure stuff. If you don't have a spare to swap out let me know and I'll send you one to use as a test.
I started once before to rewire my 1985 to the 1987 harness to allow me to use the new APC. Have the wiring diagrams here somewhere, and a donor connector as well. We killed that car in one of the Lemons Races about 18 months ago so never finished that task. Now I have a 1985 4 door turbo and have thought to do that APC upgrade. I know it's only something like 11 of the wires and they mostly just get moved to the correct wires on the new style connector. Would you have the pin out changes necessary to move to the new connector to allow the new APC to work?
