get a friend to man the lever to open the hood, but don't pull it yet...
you get to the front of the car and gently sit on the hood facing away from the car, then let all of your weight onto the hood. all of it. Stay there.
have your buddy gently pull the lever all the way and HOLD IT.
then you stand up and see if the hood will release.
Repeat a couple of times. You can also get the plastic wand from a can of WD-40 or PB Blaster or other similar product close to the latch mechanism via the upper most slot in the grill, try and hose that area with the product and repeat the open drill.
If this doesn't do it the next options are to try and hood some very stout wire onto the lever that opens the pin, a last resort is to break the grill out and get to the lever that way. if your grill already has broken tabs or peeling chrome this may be the way to go.
After you finally get in, suggest you oil and then grease the pin, the springs in the latch, and the cable sleeve too, then work it a lot while leaving the hood open until it's very smooth and easy to operate.
