What generally happens is that the emergency brake adjustment screw fails. The adjustment screw is accessed on the back side of the caliper. You have to remove a 14mm cap nut to access it. The screw is basically a shaft with gear teeth on the end. It's held in by a small snap ring. The teeth on the end engage a gear on the end of the screwshaft that pushes the caliper piston in. The teeth on the adjustment pin are very fragile. If you try to force it when doing an adjustment they will definitely break. If they break, the caliper is usually toast. You won't be able to accurately adjust it. You can try to replace the adjustment screw with a good one from another caliper, but usually you have to take the caliper completely apart (no small task, special long-nose snap-ring pliers needed) to be sure that no pieces of the old broken adjustment screw are inside which may cause the new part to fail. Replacing the caliper is probably the only option if you are not comfortable DIYing a caliper rebuild. A rebuild kit does not include the parts needed to repair the adjustment mechanism as far as I know.
