I guess it depends on the relative conditions of the cars. What condition is you 1992 in? Any rust? Safety concerns? Major upcoming maintenance costs? Our 1993 is in better condition than some 9-5's 10 years newer I've looked at!
1999 is not a great year for the 9-5. Too early. If you want the first version, 2001 is much better. The MCE in 2002 brought numerous improvements including structural (safety) updates. Somewhere around 2004, the pcv system finally got sorted out + sludge problems should be less common.
That said, $600 is a cheap car! Do you mean the car has 70000 miles on it, or the new engine has 70000 miles on it?? If it's a new engine, it's an outstanding deal. If it's got 70000 miles on the new engine with the same owner and the turbo's toast, I bet it's sludged again! Get it tested. If all is ok + you plan on keeping the 9-5, I'd look into upgrading the turbo to the Mitsubishi TD04 that is used in the Aero (and all newer 9-5s) as they are more reliable (check the 9-5 board for more details).
We've seriously looked at some 9-5 wagons and may get one yet (for long trips with 2 kids). They are nice cars, later ones are quite reliable, but you'll miss the classic. I'd hold on to it for sure! We're keeping ours!
