Unlikely it's the rack. There are many joints in the steering system. You'll want to take a look at all of them before going for the expensive fix.
First, have a helper move the wheel back and forth while you watch for movement at the tie rod ends. Ends are a cheap fix. Also look for torn boots.
Next, watch the inner ends on the rack as the helper again wiggles the wheel. You're looking for immediate movement when the helper moves the rack. If not, it may be the inner tie rod ends. The whole tie rod can be changed, but it's usually cheaper to swap out the rack for a rebuilt.
Finally, you'll have to get on your back and look at the joints on the steering wheel shaft. You'll need to remove the knee bolster (you might get away without this step in an 86...). To see the joint at the rack, pull back the boot where it meets the firewall.
A frequent issue as these cars age is the joints in the steering shaft start to bind up, making steering difficult.
