Arcing across coil

Just acquired a '91 SPG. It keeps arcing from the coil tower (high tension lead boot)to either of the terminals on each side (to #1 first, but if I move the terminal farther away, it goes to #15). At idle it is a few times per second, but if I rev it up it is basically a steady arc. What causes this, and how do I remedy it? I have already replaced the coil with one off of my '89, and the same for the wire (new ones on order), but only provided a temporary fix. Obviously there is an associated stumbling and lack of power issue.
