The pre-pump doesn't add anything to the overall pressure. THe big pump does all the work keeping the motor running. All the pre-pump is there for is to keep filling the little bucket so the big pump doesn't run out of fuel.
IIRC, LH uses LESS fuel pressure than CIS (solenoid-operated injectors, doncha know).
What you need to do, as Justin said, is to source a 1980 900 plastic fuel tank (you can't use a 1980 99 tank, because the filler is in the wrong place). The only issue is getting the power into the tank for the pre-pump. The cars that came with the pre pump had a special grommet in the top of the tank that the wires for the pre-pump went through.
Unfortunately, I don't think you can use the really late pumps. In 88 or 89, Saab switched to a different pre pump that was powered by the fuel pressure flowing to the motor. This was later changed to a pre-pump powered by the return fuel from the FPR to the tank. These don't need +12v in the tank...
