A lot depends on how nuts you want to go. My advice would be to go a little at a time. That way, if you develop drivability problems along the way, it will be easier to diagnose. It's also better IMHO to make a mod and drive the car a bit until you are ready to go to the next level.
First, you can put in a modified APC (red-box or better)and a 3.0bar FPR. You won't need any ECM tuning for that. When you've become bored with that, add a 3" downpipe and a less-restrictive exhaust. Still power hungry? Add a large front-mounted intercooler, upgrade the turbo, and add larger injectors. If you go up to the 431 red-top injectors, it's time for a EPROM as well. You can opt to flip the last couple items if you want (red-tops and chip before intercooler and turbo).
Be sure that your transmission is up to the task before you start increasing power output from the engine. Saab transmissions tend to grenade if they are over-stressed that way.
Be prepared to become addicted to upgrading. In no time you'll want to add a short-throw shifter, auxiliary gauges, suspension upgrades, clutch upgrades, brake upgrades, the list goes on...
