It is a little different now than it was not that long ago. Much of the rust can be treated or incapsulated with fairly new products like por15, and the like. As long as the rust is not structural the car can be driven safely for as long as you want. And even if there is rust in critical areas, it can be fixed, but then it boils down to how much you like the car. For example, I can't afford a new car (not even close), and I really enjoy my old Saabs, so I keep fighting what little rust I see, but my cars are southern cars. If the car has been in salty winters, the rust fight is much harder. If you know how to cut and weld metal, you can drive a car for as long as you want unless the rust has destroyed enough metal so that there is no longer any good metal to weld to.
